Synchronous endpoint for Certificate Sift onboarding via API. Creates a Hardenize organization, configures host defaults, sets the owner and notification email, and marks onboarding as complete.
After a successful call, the customer can use all other API endpoints including the Bulk Create Hosts API (POST /hardenize/hosts).
Returns 409 if the setup process was already completed.
